The Confédération Européenne de Billard (CEB) has its origin in 1923. During that year the UISAB (Union Internationale des Fédérations des Amateurs de Billard) was founded which was later renamed in FIB Fédération Internationale de Billard. Then on the 12th of July 1958 today’s CEB has officially turned out of that in Geneva.
The founders were according to the minutes the national billiards federations from:
- Egypt Belgium Denmark Germany
- Netherlands Luxembourg Poland Portugal
- Switzerland Spain Czechoslovakia Greece
- Eastern Zone (the two named last were admitted as new members)

The order of the day, as it is written in the minutes, included not less than 21 points. Here essential extracts, possibly also suitable for considerable thoughts about this and that in our times:
- With regard to the high amount of federations which are qualified for international tournaments, the entitlement for the participation of a second player for the federation which is providing the title holder and for the organizing federation will be lost in the future.
- Matches of a play-off will only be held between the two first fina-lists. For the further places the general average is valid.
- For participants in international tournaments the daily rate will be increased from 6 to 7 dollars.
- The „Coupe d’Europe d’Equipe“ was admitted as a competition for club teams in three cushion to the international programme.

In the course of the years the CEB developed further in Europe. Today 33 national federations belong to the CEB. The UMB (Union Mondiale de Billard) was founded and the CEB is here included in the worldwide billiard sporting programme since the founding. The CEB was also actively taking part in the founding of the WCBS (World Confederation of Billiard Sports) in 1990 which was forced by the unforgotten Swiss André Gagnaux and at the first participation of billiards in the World Games 2001 in Akita/Japan also CEB members were successfully at the start. The up-to-date development of the sporting programme is besides the organization of championships the permanent task of the CEB. After the fundamental recognition of the sports of billiards in 1998 by the IOC the CEB is also making its contribution with commitment to develop billiards into an olympic discipline which is held.
